Requirements
Before applying for a VASP registration or licence, a company must first be incorporated with the General Registry, Cayman Islands (Registrar of Companies). For international crypto and licensing purposes, the Exempted Company is the recommended default legal form — it is the closest Cayman equivalent to an internationally recognised limited liability company (LLC/IBC) and the vehicle most commonly used for cross-border business and licensing structures. Other legal forms (including the Cayman LLC, Exempted Limited Partnership, LLP, Foundation Company and others) are also available — see the Basic company reference for the full list of options.
An Exempted Company requires a registered office in the Cayman Islands and is filed with the General Registry, which also operates online filing tools (the Corporate Administration Platform and the Cayman Business Portal). Once incorporated, the company can open banking relationships with Cayman-based institutions such as Cayman National Bank or Butterfield Bank (Cayman).
The Cayman Islands VASP regime is built around a two-tier structure administered by CIMA:
- VASP registration — for lower-risk virtual asset service activity.
- Full VASP licence — required for higher-risk services: exchange, transfer, custody, trading-platform operation, and virtual asset issuance.
Since 1 April 2025, virtual asset custody and virtual asset trading platform activities can no longer be conducted under the lighter registration tier — a full licence is mandatory for these two categories.
Key commercial advantages confirmed for the jurisdiction: corporate tax, capital-gains tax and withholding tax are all charged at 0%.
Regulatory fees under the regime: - Application fee: KYD 1,000 (~USD 1,200) for registration; KYD 5,000 (~USD 6,000) for a full licence. - One-time grant-of-licence fee: KYD 30,000 (~USD 36,000) for custody; KYD 100,000 (~USD 120,000) for a trading platform. - Annual supervisory fee: KYD 5,000–200,000 (~USD 6,000–240,000), depending on licence category and revenue.

Frequently Asked Questions
Is 'VASP' the official local licence name in the Cayman Islands?
Yes — CIMA regulates virtual asset businesses under the Virtual Asset (Service Providers) Act using the term VASP for both the registration and licence tiers, which corresponds directly to the international Virtual Asset Service Provider (VASP) terminology used elsewhere.
What is the difference between VASP registration and a full VASP licence?
Registration is available for lower-risk virtual asset activity, while a full licence is required for higher-risk services such as exchange, transfer, custody, trading-platform operation, and virtual asset issuance.
Can a custody or trading-platform business still register instead of obtaining a full licence?
No. Since 1 April 2025, custody and trading-platform activities require a full VASP licence — the registration route is no longer available for these two categories.
How much does a Cayman VASP registration or licence cost?
The application fee is KYD 1,000 (~USD 1,200) for registration and KYD 5,000 (~USD 6,000) for a full licence. Custody and trading-platform licensees also pay a one-time grant-of-licence fee of KYD 30,000 or KYD 100,000 respectively, plus an annual supervisory fee of KYD 5,000–200,000.
How long does the licensing process take?
VASP registration typically takes 2–4 months, while a full VASP licence typically takes 6–10 months, following incorporation of the company.
What corporate structure should I use for a Cayman crypto business?
The Exempted Company is the recommended default structure, as it is the closest Cayman equivalent to an internationally recognised LLC and is widely used for licensing purposes; other legal forms are available depending on the business model.
What taxes apply to a Cayman VASP business?
Corporate tax, capital-gains tax and withholding tax are all 0% in the Cayman Islands.
