Bosnia and Herzegovina has no single, unified national VASP licence. Financial-market regulation is split between the country's constituent entities, so what an international operator would call a 'VASP licence' actually takes different legal forms depending on where the company is domiciled: a mandatory AML-only evidencija (register entry) in Republika Srpska, a genuine dozvola (licence) that has been adopted but is not yet operational in Brčko District, and no regime at all in Federacija BiH. This page explains each route so you can choose the correct path and understand what is, and is not, currently available.

Before any crypto-specific step, you need a locally registered company. Bosnia and Herzegovina does not have one national companies registrar — registration happens at entity level, through the competent court/agency register applicable to the Federation of Bosnia and Herzegovina (FBiH), Republika Srpska (RS), or Brčko District, depending on where you choose to domicile the company.

For licensing-type activity, the recommended default legal form is the d.o.o. (Društvo s ograničenom odgovornošću) — Limited Liability Company (LLC), the standard general-purpose corporate vehicle used for trading, holding and services activity. Other legal forms exist (joint-stock company/d.d., general and limited partnerships, branches of foreign companies, sole proprietorships, associations/foundations, and free-zone companies) — see the Basic Company reference for the full comparison — but the d.o.o. is the simplest and most suitable starting point for a virtual-asset business.

Once incorporated, a company will typically need a local bank account. Major banks operating in Bosnia and Herzegovina include UniCredit Bank d.d. Bosna i Hercegovina, Raiffeisen Bank d.d. Is Bosnia and Herzegovina's crypto authorisation a licence or a registration?

It depends on the entity. In Republika Srpska it is explicitly a registration (evidencija) — the Commission itself states it does not issue authorisations, only maintains a register. In Brčko District, the law creates a genuine licence (dozvola), but that regime is not yet operational.

What does evidencija mean compared to VASP?

Evidencija is the Republika Srpska term for the AML-only register that virtual-currency service providers must join; it is the closest operational equivalent to a VASP registration in the country today, though it carries no prudential authorisation.

Do I need minimum capital?

No minimum capital is required for the Republika Srpska registration. The Brčko District licence, once operational, will require 100,000 KM in minimum capital.

What does the Republika Srpska registration cost?

Entry into the register costs 3,000 KM, AML policy approval costs 1,000 KM, and an annual supervisory fee of 1.2% of revenue (minimum 2,000 KM) is payable quarterly in advance and is non-refundable.

Can I run a crypto business from a Federacija BiH company?

Federacija BiH has no crypto regime of any kind — its own Commission has confirmed this publicly. A Federacija-incorporated company can access the Republika Srpska register through a branch instead.

Is Bosnia and Herzegovina on the FATF grey list?

Yes, since 19 June 2026, though virtual assets and VASPs are not part of the associated 9-point action plan.

What activities does the Republika Srpska registration cover?

Six categories: custody/wallet management, trading platforms, fiat conversion, crypto-to-crypto conversion, transfer, and offer/sale of virtual currency.

What will the Brčko District licence cover once it is operational?

Only conversion of virtual currency to/from BiH legal tender and custody of virtual currency — it expressly excludes operating a trading platform/exchange, e-money issuance, and payment services.
