Bosnia and Herzegovina has no single, unified national 'crypto license.' Financial-market regulation is a competence of the country's constituent entities, so the real-world picture is a three-way split. The only currently operational route for a virtual-currency business is the Evidencija pružaoca usluga povezanih sa virtuelnim valutama (EPUVV) — a VASP-equivalent register maintained by the RS Securities Commission in Republika Srpska. This is a mandatory AML-driven registration, not a licence in the authorisation sense. A genuine licensing law exists in Brčko District but is not yet operational, and the Federation of Bosnia and Herzegovina (FBiH) currently has no crypto regime of any kind. Businesses evaluating Bosnia and Herzegovina should treat the Republika Srpska EPUVV registration as the practical entry point today.

Before any registration or licensing step, you need a locally incorporated company. For general commercial and licensing-type activity, the recommended default legal form is the d.o.o. (Društvo s ograničenom odgovornošću) — the local limited liability company (LLC) equivalent. Other legal forms also exist in Bosnia and Herzegovina (e.g. the d.d. joint-stock company, general and limited partnerships, branches of foreign companies, and sole proprietorships) — see the Basic Company reference for the full list — but the d.o.o. is the simplest and most broadly suitable structure for a licensing-oriented business.

A registered seat/business address in Bosnia and Herzegovina is required for the d.o.o. form. Note that Bosnia and Herzegovina does not offer an offshore 'IBC' (International Business Company) regime.

Is the Brčko District crypto licence available now?

Not yet. The law was adopted on 4 March 2026 and sets a 100,000 KM minimum capital and a 45-working-day review period, but the Commission still needs to issue implementing regulations before the regime becomes operational, and its scope excludes exchange operation.
